Registered letter sent from Nguyen Rai to Klewitz in March of 1983. The letter features the World Congress stamps in multiple sets. The two 50 xu stamps to the right show variances. The middle tamp shows a shifted down “xu” imprint that is located in the lower inscription Tranh”. The right stamp is the very rare stamp on which the “xu” imprint was omitted .
