Unified Vietnam, Hydro Power Stations, September 27th, 1988, Michel Nr. 1945-1946; Two stamps with nominals 2,000D and 3,000D were issued in perforation 13. These high nominals were desperately needed as high inflation made it almost impossible to frank international letters without the aid of a free frank machine.

The postal clerk in Vietnam failed to cancel the two top left stamps on front of the cover which prompted the postal clerk in West Germany to apply the Fulda cancel “Nachtraeglich Entwertet” (=Subsequently cancelled).
