South Vietnam, Agrarian Reform Stamp overprinted with new value, June 7th, 1974, Michel Nr. SVN 564; The 16D stamp was no longer sufficient to cover the standard letter rate or registered letter rate and in order to make it useful again it was overprinted with a new 25D in red.
