North Vietnam, Pre-Military Education for the Youth, September 2nd, 1973, Michel Nr. 743-745; Being exposed to what amounted to never-ending warfare North Vietnam had a need to keep military recruits from entering the armed forces that were depleted on a daily basis. Therefore military youth education was key to create well educated fighters. Three stamps all in 12 xu nominals were issued with perforation 11.0.

These stamps were not officially released imperforate but a small number of imperforate trial proofs have come to market. Here is one of the 12xu trial proofs.

Rare express mail letter sent to Klewitz in December of 1973. It carries the entire set. The overall postage of the letter amounted to 1.48 Dong which appears to be in excess of the required tariff of 1.00 Dong. Fulda arrival cancel on the reverse.

Rare local letter with a single franking of the blue 12xu stamp on a letters ent from Hai Hung to Ba Ria in July of 1975. Saigon transit cancel and Ba Ria arrival cancel on the reverse.

Rare local letter showing a multiple franking of the pink 12xu stamp to account for the second weight level. The letter was sent by a member of the North Vietnamese Armed Forces to a civilian in Saigon in 1975, shortly after the fall of the city.

Rare local letter featuring the green 12 xu value on a letter to a member of the military (note the H.T Number in the address line). Hom Thu numbers were used to disguise the location of military units. 12 xu was the correct tariff to be used at the time for local letters.

Another similar local letter with a military use. It it is a bit ratty but lets keep in mind that most local letters written during war time got destroyed by military attacks, the very humid climate that destroyed paper in a matter of years or recycling efforts that were employed to save on raw materials. Not many local letters have survived.

Single franking of the pink 12 xu stamp on a domestic letter sent from HCM City in February of 1976 to Lu Au Dung.

Registered letter sent from Quan 5 (Cholon) to Klewitz in December of 1981. It carries two stamps from the Independence set with sheet numbers. Stamp with sheet numbers on postally used cover are rare. There is also a military free frank issued in 1970. Since it did not carry a nominal value it was not valid for international postage but it appears that the postal clerk was not aware of that. Pre-Military 12 xu stamp on the reverse. The overall postage (including ther free frank that was worth 12 xu) amounted to 8.32 Dong.

Air mail letter that carries the two 12 xu and 20 xu Flower values im-perforated and was mailed to Klewitz in October of 1981. There is also an im-perforated 40 xu Farm Animal stamp on the reverse. Im-perforated stamps on postally used cover are very rare. 12 xu Military Education stamp on front. The overall postage amounted to 2.92 Dong.
