Indochina, International Colonial Exhibition overprinted with new Values, April 13th, 1931, Michel Nr. IND 147-149; It is not clear to the editor as to why stamps that were specifically produced for the Colonial Exhibition in 1931 had to be overprinted prior to being issued. An educated guess is that the stamps were prepared for a number of French territories and that the rates there were still expressed in French Franks and not Piastres. Instead of changing the overall design it was simpler to overprint the stamps. At any rate, the following nominals were issued: 4C on 50C, 6C on 90C and 10C on 1.50F in perforation 12.5.
