For Rural Communities, Michel Nr. D36-37, July 1st, 1966, Perf. 11: Office mail between villages themselves and between villages and districts were previously free of charge. Each village only had to pay the regional post office a maximum of 30 kilograms of rice paddy in annual flat postage. From September 1st, 1962 this system was replaced and formal official stamps for the purpose were introduced. However, today the editor has yet to see and postally used stamps or postal history that carries these stamps. This may simply have to do with the fact that letters carrying these stamps were primarily received by Government Offices where they ended up in the archives or were destroyed in customary spring cleaning purges. All cancelled stamps carry Hanoi favor cancels.
These stamps were not intentionally issued imperforate, however a very small number of imperforate stamps have come to market.
