The Vietnamese philatelic agency also issued a souvenir-sheet on occasion of the FINLANDIA fair that carried the emblems of the FINLANDIA and SINGAPORE stamp exhibition but does not feature a nominal value. So it was not valid postage but more of a commemorate gift by the agency.
